Richard Pilon

Richard Pilon is the General Manager of the Jacksonville Market for Dedicated Senior Medical Center.  His background in strategic planning, operations, IT, quality, finance, revenue and growth management brings a unique blend of business and transformation management expertise to the Medicare and Medicaid industry. Richard has successfully led large, high-growth and complex multi-site healthcare organizations while delivering scalable operating models that produce sustainable value-based quality outcomes and profitable revenue growth.

Before joining the ChenMed family, Richard was Senior Vice President of Operations Excellence and Revenue Cycle Management at Envision Healthcare, a physician-led surgery and post-acute care services company.  Reporting to the CEO, he was responsible for the end-to-end, referral to cash, operations and system improvement transformation for the home health and hospice division across 57 locations nationwide. Richard was also COO of Health Integrated, an integrated medical and behavioral value-based total population care management company, where he oversaw the nationwide P&L and value-based quality operations performance for more than 15 managed health plans. As the VP of Operations for Universal Health Care, Richard led the 5-Star and HEDIS quality management programs for more than 200k members. He also held progressive leadership roles during his six years at Wellcare Health Plans.

Richard holds a bachelor in civil engineering from the University of Ottawa and a master's degree in business administration and honor distinction from the University of Tampa.
